PURPOSE
Halton Hills Public Library (HHPL) provides space at no cost for eligible non-profit and charitable organizations to share information about local programs, services, and events. These community displays reflect HHPL’s commitment to supporting civic engagement, community connection, and access to local resources.
HHPL also recognizes the role of community displays in supporting intellectual freedom by providing space for a broad range of lawful, community-focused content that reflects diverse perspectives and supports open and informed discourse and decision making.
SCOPE
This policy applies to physical and digital community-submitted content displayed or distributed through HHPL’s public information platforms, including:
- Community display boards
- Display cases
- Information Halton Hills Community Boards
This policy does not apply to HHPL’s own communications, branded marketing, or internal programming materials.
DEFINITIONS
Halton Community Services Directory: A comprehensive, online resource that provides access to a wide range of community services, programs, and organizations serving the Halton region. It offers information on health, social services, housing, legal aid, and other essential services. The directory is publicly accessible at HIPinfo.ca.
Information Halton Hills: An HHPL service that provides in-person assistance, referrals to local programs and services, and access to brochures, directories, and community notices. HHPL also contributes to the Halton Community Services Directory as a member of Halton Information Providers (HIP).
Neutral: Content that does not promote, endorse, oppose, or favour any particular religious belief, political party, candidate, or ideological viewpoint. Partisan content is not permitted, except in the limited context of supporting civic engagement where all perspectives are fairly represented, such as the promotion of all-candidates meetings.

Types of Displays |
Community Display Boards HHPL provides space on its public bulletin boards, subject to availability, for informational posters and bulletins of interest to the local community. Announcements of a personal or commercial nature will not be posted. All content must be submitted to HHPL’s Marketing and Communications department for review and approval prior to display. Final authority over the approval, placement, and removal of content rests with the Chief Librarian & CEO or designate. Content may be declined or removed at their discretion without prior notice to the submitter. Submitted content must meet the following standards:
HHPL will determine the most appropriate platform for displaying approved content, which may include in-branch community boards, digital signage, or online channels. Space limitations and the distinct needs of each branch mean that HHPL cannot guarantee that all approved materials will be displayed or distributed. Content must be appropriately formatted for display; items that are oversized or include tear-away tabs may be declined. Community Display Cases Community groups may request to use the display cases at the Georgetown and Acton branches to present display boards, posters, and a selection of flyers for visitors to take. Displays may promote fundraising events; however, donation boxes are not permitted. Display cases may be booked up to one year in advance and are available for a maximum of one month, subject to availability. Information Halton Hills Community Information Boards HHPL provides space on the Information Halton Hills Community Boards for library community partners and for organizations listed in the Halton Community Services Directory to display agency information and resources. Space is limited and subject to availability. All content must be reviewed and approved by HHPL staff and placed in the designated spaces by HHPL staff. |
Removal and Retention |
HHPL retains full discretion over the approval, display, and removal of community-submitted content. Approved content may be removed at any time without notice due to space constraints, appropriateness, or other operational considerations. All submitted content becomes the property of HHPL and will not be returned. HHPL may discard content after display, whether or not it was approved or posted. |
