Internet and Technology Access
PURPOSE
The purpose of this policy is to ensure equitable and safe access to the Internet and technology services provided by Halton Hills Public Library (HHPL). These services, which include public access computers, wireless networks and Wi-Fi-enabled devices such as hotspots, complement traditional library resources and connect individuals and communities. This policy outlines acceptable use of HHPL’s public network, defines responsibilities for users and staff, and establishes guidelines for appropriate behaviour while using the library's technology services.
HHPL is committed to providing access that aligns with the library’s endorsement of the Canadian Federation of Library Associations’ Statement on Intellectual Freedom. The library will inform patrons of the policy through signage and other forms of communication and will make every effort to ensure adherence to the policy.
SCOPE
This policy applies to all users of HHPL’s Internet and technology services, including public computers, wireless networks, and any devices connected to these services. It covers all library branches and applies to both in-library use and use through mobile devices within library service areas.
DEFINITIONS
Internet Access: The ability to connect to the global network of information and services via HHPL’s computers or personal devices through HHPL’s wireless network.
Public Network: Refers to the network of computers and Wi-Fi made available to library users.
Filtering: The use of software or tools designed to block access to specific content on the Internet, such as harmful or age-inappropriate material.
Acceptable Use: Refers to behaviour that is in line with this policy, respecting the rights of other users and abiding by the law.
DETAILS
Halton Hills Public Library provides access to Internet and technology services to support its mission to empower our community through ideas, creativity, and connection in a welcoming and safe environment.
Internet Access
The Internet is an unregulated platform that includes information and resources that may be inaccurate, illegal, offensive, unstable, or controversial. While the Internet connects users to a vast array of resources, HHPL has no control over these resources and cannot guarantee its accuracy.
Since the Internet is unregulated, users access it at their own discretion. Staff will assist patrons as time and expertise allows. Personal instruction is available through programs and services.
Content filters are activated on all stations located within the Children’s Department, but they are not fool-proof and are not guaranteed to block all offensive material. They may also prevent access to useful material.
Privacy and Security
Halton Hills Public Library is committed to protecting the privacy and confidentiality of all patrons' personal information. Information on how patrons' personal information is collected, used and protected can be found in the Privacy Policy.
Prohibited Use
Members and visitors using the library’s digital devices or services, including wireless Internet access and Creativity Centre technology resources, are not permitted to:
Participate in any illegal activity or access, share, or create content that violates any Canadian federal or provincial laws, including defamatory, discriminatory, or obscene materials.
Display, record or print explicit sexual images.
Send, record or print fraudulent, harassing, hateful or obscene messages or activities.
Violate the privacy of anyone, including another library member or visitor.
Introduce computer viruses, malware or any similar software intended to disrupt service or compromise the security or privacy of other people or organizations.
Engage in actions that violate the Canadian Anti-Spam Legislation (CASL), including sending unsolicited electronic communications or transmitting harmful content.
Responsible Use in Public Spaces
Patrons must remember that they are accessing the Internet in a public area shared by people of all ages. As such, HHPL reserves the right to ask individuals to refrain from displaying disturbing or offensive imagery.
Parents or guardians of minor children must assume responsibility for their children’s use of the Internet.
Unauthorized Use
Patrons must not try to access the computer system or Wi-Fi network without permission or attempt to alter or damage the hardware, software, or network.
Acceptable Use Agreement
All users must acknowledge the Acceptable Use Agreement before accessing the library’s Internet and computers. By using the library’s services, users agree to comply with the terms outlined in the agreement.
Violation of the Policy
Patrons who do not follow HHPL’s Internet and Technology Access Policy may lose their Internet privileges. Those who use the HHPL’s Internet for illegal purposes will be prosecuted.
